Verification of institutions
Verification is the procedure for determining the fulfilment of the prescribed conditions for practising the education activities related to premises, equipment, teaching or didactic aids, teaching and professional staff.
Articles 91 - 94 of the Law on Fundamentals of the Education System “Official Gazette of RS“ no 88/2017, 27/2018 – state law, 10/2019, 27/2018 – state law, 6/2020 and 129/2021) prescribe that an institution is allowed to start operating when it is determined that it has met the requirements for establishment, for starting operation and performing activities, and when it has obtained a decision on verification. A request for verification should also be submitted when an institution changes its status, headquarters or building, organises operation in a satellite unit, introduces a new educational programme or stream or a type of a grammar school, or when a primary school implements a preparatory preschool programme or a primary adult education programme.
I) For the establishment and start of operation of an institution in the field of education, along with the request (ZV form) the following documentation is required: Download (The document is currently available in the Serbian language only)
II) If there is a change of the status of an institution (through absorbing or merging), if it changes its headquarters or building, or organises operation in a satellite unit, along with the request (ZV form), the institution is required to: Download (The document is currently available in the Serbian language only)
III) If a secondary school introduces a new educational programme, or stream or a type of a grammar school, or if a primary school introduces a preparatory preschool programme (PPP), or an adult education programme (AEP), along with the request (ZV form),it is required to: Download (The document is currently available in the Serbian language only)
Institutions founded by the Republic of Serbia, autonomous provinces, or local self-government units are exempted from paying fees, in accordance with Article 18, paragraph 1, item 4) of the Law on Republic Administrative Fees.
An institution with the headquarters in the territory of AP Vojvodina should submit a request for verification (ZV form ), along with the required documentation, to the Provincial Secretariat for Education, Regulations, Administration and National Minorities - National Communities in Novi Sad (hereinafter: the Secretariat), in person, via records management office or by mail - at 16 Bulevar Mihajla Pupina.
Upon receipt of the request, the authorised public official determines whether the request is in order. If the request is not in order (if it does not contain the necessary documentation), the Secretariat sends the applicant an information to eliminate the deficiency and sets a deadline for submitting the necessary documentation. After it has been established that the request is in order, it is forwarded to the competent educational inspection to perform inspection and supervision. Following the submission of the inspection report, made by the acting educational inspector, and the assessment of the relevant documentation, the Secretariat makes an appropriate decision.
A decision on the request for verification of an institution is made no later than six months from the submission of the request that is in order.
