Information of public importance
The right to access information of public importance held by the Provincial Secretariat for Education, Regulations, Administration and National Minorities - National Communities.
The Law on Free Access to Information of Public Importance regulates the rights to access information of public importance, held by public authorities, in order to fulfill and protect the interests of the public to know and in order to realise the free democratic order and open society.
For the purpose of exercising the right to access information of public importance held by public authorities, the institute of the Commissioner for Information of Public Importance has been established as an autonomous state authority, which is independent in the exercise of its competence.
Everyone has the right to be informed whether a public authority possesses a certain information of public importance, i.e. whether it is otherwise available to him/her, as well as to make it available to him/her by enabling him/her to inspect a document containing the information of public importance, the right to a copy of that document, as well as the right to have, upon request, a copy of the document sent to him by mail, fax, e-mail or otherwise.
The procedure for access to information of public importance shall begin on the basis of an oral or written request for exercising the right to access information of public importance.
Requests for exercising the right to access information of public importance may be submitted through the postal service to the address: Provincial Secretariat for Education, Regulations, Administration and National Minorities - National Communities, Novi Sad, 16 Mihajla Pupina Blvd.or handed over directly to the Records Management Office, Novi Sad, 16 Mihajla Pupina Blvd.

Pursuant to the provisions of the Law on Free Access to Information of Public Importance, the Provincial Secretariat for Education, Regulations, Administration and National Minorities - National Communities, provides the information seeker (applicant) with the access to a document containing any information of public importance, the right to a copy of that document, as well as the right to have, upon request, a copy of the document sent to him by mail, fax, e-mail or otherwise.
Information of public importance, in the sense of this Law, are information available to a public authority, created during the work or in connection with the work of a public authority, contained in a certain document, and refers to everything that the general public has a legitimate interest to know.
The Secretariat will not enable access to information of public importance, if the conditions referred to in Articles 9, 10 and 14 of the Law on Free Access to Information of Public Importance, have been met.
If it is possible to separate the requested information of public importance from other information in the document, which the Secretariat is not obliged to provide to the applicant, the authority will provide the applicant with access to the part of the document containing only the extracted information and will inform him/her that other contents are not available.
The Secretariat shall not allow the applicant to exercise the right of access to information of public importance, if the applicant abuses the right of access to information of public importance, especially if the request is unreasonable, often if a request for the same or already obtained information is repeated or when too much information is requested.
Also, the applicant will not be allowed to exercise the right of access to information of public importance if it would violate the right to privacy, the right to reputation or any other right of the person to whom the requested information personally relates, except in the following cases:
1) if the person has consented to it;
2) if this is a person, phenomenon or event of interest to the general public, and especially if this is a holder of state and political office and if the information is important, with regard to the function that person performs and
3) in the case of a person who, by his/her conduct, especially in connection with his/her private life, gave rise to a request for information.
