Verification of institutions
Verification is the procedure for determining the fulfilment of the prescribed conditions in terms of premises, equipment, teaching aids and teaching staff for practising the primary education activities. The verification is directly related to the act on the institutions’ network (preschool, primary and secondary schools) and the expanded activity of the institution.
The institution's verification process is an obligation established by the Law on Fundamentals of the Education System. Each institution carrying out educational activities (stipulated by Article 27 of the said law) is obliged to submit a request for the verification of the institution to the competent body, i.e. the Provincial Secretariat for Education, Regulations, Administration and National Minorities - National Communities (for institutions with seats in the territory of AP Vojvodina), along with all the documentation stipulated by that law.
In order to establish an institution in the field of education it is necessary to submit the following documentation: 1) The request for determining the fulfilment of the prescribed conditions for starting work and performing the educational activity, which contains: name, seat and type of institution, programme of education, language in which the education is to be carried out, the reasons and justification for the establishment, as well as the conditions provided by the founder for starting work and performing the activity. 2. Study on the fulfilment of the prescribed conditions for starting work and carrying out educational activities. The study should encompass: basic information and general equipment of the institution; space conditions, equipment and teaching aids, with specification of the existing equipment - in accordance with the norm; staff conditions (list the names of the teachers, educators and professional associates permanently employed, who will participate in the activity, their level of education, type of education, etc.), and in case of the institution that is in the process of establishing, expressions of consent of teachers, educators and professional associates with a purpose to starting employment no later than the day the institution starts its operation; evidence of compliance with hygiene and technical requirements, in accordance with the law and regulations governing this area; programme of education. 3. Memorandum of association of the institution (decision - in case there is one founder or contract – in case there are two or more founders). 4. Guarantee of a commercial bank stating that funds have been provided in the amount needed for one year of operation of a preschool institution, primary education cycle or for the duration of secondary education programme when the founder is another legal or natural person. 5. Excerpt from the criminal record of the Ministry of Internal Affairs (if the institution's founder is a natural person), pursuant to the provisions of Article 91, paragraph 3 of the Law on Fundamentals of the Education System (“Official Gazette of RS”, no 88/17, 27/18 - amending law and 10/19), which stipulates that the founder of an institution may not be a natural person convicted by a final judgment of a criminal offense for which an unconditional sentence of imprisonment of at least three months has been imposed or who has been convicted of: a criminal offense of domestic violence, abduction of a minor, neglect and abuse of a minor or incest; for the offense of active or passive corruption; for a criminal offense within the group of criminal offenses against sexual freedom, against legal procedures and against humanity and other goods protected by international law, regardless of the criminal sanction imposed, nor any person who, according to the law, exercise discriminatory conduct. 6. Proof of payment of the Republic administrative fee (in case the founder is another legal or natural person) in the amount of RSD 16,750.00 to the account 840-742221843-57 (recipient - budget of the Republic of Serbia; purpose of payment - the Republic administrative fee). The documentation referred to in paragraphs 1 to 3 is to be submitted in two copies.
If the secondary school wants to verify a new educational profile, it is necessary to submit: a request for the introduction of a new educational profile (name of the educational profile and its scope) and information pertaining to the grades the profile is to be introduced to; an excerpt from the annual work plan, based on which it can be determined that the school had planned to introduce that educational profile; - Existing decisions on secondary school verification (educational profiles); a study which should encompass: a) the name, seat and type of institution (please include the necessary information regarding the secondary school, in particular the school's telephone and email); b) the educational programme to be implemented, including information on the educational gazette it has been published in; c) the reasons for introducing a new educational profile and its justification; g) the conditions the school fulfils for the introduction of a new educational profile. The documentation for the verification of the new educational profile is to be submitted in two copies.
A request for the verification of the institution, along with all the necessary documentation is to be sent to the Provincial Secretariat for Education, Regulations, Administration and National Minorities - National Communities ( Novi Sad; 16 Bulevar Mihajla Pupina), which upon determining the completeness and relevance of the documentation, shall send the request to the competent inspection service for determining the prescribed conditions in terms of premises, equipment, teaching aids and teaching staff for carrying out the activities of pre-school or primary education. Upon receiving the report from the competent inspection service, a decision on the verification of the institution shall be made.
The verification process takes an average of three to six months.
