State Qualifying Examination for the Work in the Administration

Provincial Secretariat for Education, Regulations, Administration and National Minorities – National Communities organises and conducts the state qualifying examination for the employees in the administration authorities on the territory of AP Vojvodina.
All persons employed at the ministries, administration authorities within ministries, specific organisations, courts, Public Prosecutor’s Office, the Republic Public Attorney’s Office, departments of the National Assembly of the Republic of Serbia, President of the Republic of Serbia, Government of the Republic of Serbia, Constitution Court, public bodies whose members are elected by the National Assembly of the Republic of Serbia as well as the expert public bodies of the administration districts are required to take the state qualifying exam, according to the Regulation on the Programme and Method of Passing the State Qualifying Examination (“Official Gazette of the RS” No. 16/2009, 84/2014, 81/2016, 76/2017 and 60/2018). Furthermore, the provisions of this regulation apply to the holders of public authorities in the execution of conferred state administration tasks as well as to the authorities of autonomous provinces, municipalities, cities and the city of Belgrade in their scope of work.

Persons required to take the state qualifying examination:
• Civil servants employed for an indefinite period or those on trial work;
• Civil servants who passed the state qualifying examination on the programme for secondary education if they have, in the course of work, acquired a higher level of education;
• Interns.

Persons interested in working on tasks which require a passed state qualifying examination may also take the exam if they have at least one year of working experience in the profession, the evidence of which they have to submit along with the request to take the state qualifying examination.

The state qualifying examination for candidates with higher education includes the following exam subjects:
- The principles of state administration system;
- Constitutional order;
- The principles of European Union system;
- Labour legislation;
- Administrative Procedure with elements of office management and administrative dispute;

State Qualifying Exam Programme for civil servants with higher education

The state qualifying examination for candidates with secondary education includes the following exam subjects:
- The principles of state administration system and constitutional order;
- The principles of European Union system;
- The principles of the system of labour relations and the labour relations in the state administration authorities;
- Administrative Procedure with elements of office management;

State Qualifying Exam Programme for civil servants with secondary education

The Provincial Secretary formed the examining committees for the state qualifying examination for civil servants with higher and secondary education.

The request to take the state qualifying exam is submitted to the Provincial Secretariat for Education, Regulations, Administration and National Minorities – National Communities, Bulevar Mihajla Pupina 16, 21 000 Novi Sad.

The request is submitted by the state administration authority or other body or organisation where a candidate is employed. It may also be submitted by the candidate. The Provincial Secretary for Education, Regulations, Administration and National Minorities – National Communities decides on the request to take the exam by the decision.
The candidate is informed of the date, place, time and the amount of fee for the exam no later than 30 days before the start of the exam.

The examination is organised several times during a month, throughout the year, except in August.

After passing the examination, a certificate on the passed state qualifying examination is issued which, at the request of the candidate, may be bilingual. A bilingual certificate is written in the Serbian language and one of the languages of national minorities, which are in the official use in the administration authorities of AP Vojvodina (Hungarian, Slovak, Croatian, Romanian and Ruthenian).

Documents to be submitted by persons when applying for state qualifying examination:
- Civil servants – documents listed under 1,2,3 and 4 (Article 3 of the Regulation)
- Persons employed at the self-government authorities – documents listed under 1,2,3, and 4 (application pursuant to Article 2 of the Regulation)
- Persons who submitted application for the Open Recruitment Competition for vacancy or appointment - documents listed under 3,4 and 5 (Article 7 of the Regulation)
- Persons interested in working in state administration – documents listed under 1, 2 and 7 (Article 8 of the Regulation)
- Persons who, while working, acquire a higher level of education (Article 4 of the Regulation):
submit documents listed under 3, 4, a copy of the certificate on passed state qualifying exam with secondary education as well as the authority’s letter of intent to transfer a person to a position with the newly acquired level of education
